So please stop using the confusing terms 26, 28 or 29 inch (a confusing new marketing term for a size that has existed for ages), and use the etrto designation instead. For all practical purposes there are now two wheel/rim diameters: etrto 559 (mtb and heavy touring size) and 622 (road bikes, touring bikes like the Galaxy, or 29ers). The Surly LHT comes for either 559 or 622 rims. Don't mix them up: your frame is for the one or the other, but not for both.
For those who want to know of yet other sizes, there is the etrto 635 size use by e.g. the traditional Pashley, and the etrto 630, i.e. the old English 27 inch size (and yes this 27 inch is larger than the 622 28 inch). Classic French touring bikes have etrto 584 rims, originally called 650B. But for normal use, there are two common sizes: 559 and 622.
